Whether or not it influences his actions, Neji puts others down as weak and "failures," unable to change and improve themselves. It is through these actions that many cringe in fear, commonly lacking confidence and self-esteem initially.
He is not one to crack easily, either. Neji is extremely mature for his age. In most hectic situations, missions, and confrontations, he can keep himself calm and situated with what's going on at hand. He is also analytical and can make keen observations in the heat of a battle, for example.
A bully is not without their own dilemmas. Neji holds an intense grudge on the main house because of their Juinjutsu. It makes him a servant to them, thus, causing Neji to feel like a caged bird, or as he bluntly states, one who cannot escape their fate. He believes that one's actions cannot make them different than what has already been predetermined upon their birth. No matter how much they train, push themselves to the limit, or deny, their destiny is inevitable, and they will always end up as "failures."
But deep down, it is Neji trying to prove his worth to the main house. He feels that the main house has special treatment and above the branch house. Therefore, he is progressively developing himself pass the branch's limits, and tapping into the main's secret Hyuuga techniques. Neji earnestly knows he is strong above the weak, and backs it up with his superior fighting skills.
Overall, Neji does not respect the weak. He was weak when his father died, and punishes others for this misconception. He does not allow himself to be seen as weak either, as it is his destiny to be strong. This is a painstaking revenge plot against the main house for coercing Hizashi to his untimely death. He will put down anyone who has a dream of change or progression, but seems to respect those older or a higher rank than himself. He is also above childish and uncanny actions that cramp his style.

This instilled his fate into the seal planted on his forehead; a servant to the main house forever. His father largely disapproved of the implementation, despite it being a tradition. He openly expressed his anger, only resulting in the activation of his seal.
As fate would have it, Kumogakure was concocting a plan. The latter and Konohagakure signed an alliance treaty. However, Kumo initiated this treaty in order to lower shinobi forces for incoming Lightning ninja. The Head Ninja put the plan into action, successfully stealing Hinata in the dead of night. He was, however, killed on the spot by Hiashi. Kumo heard of this incident and became outraged at the Hyuuga clan. They demanded compensation, which ended up being Hiashi's body. Their plan seemed to be working well, despite the fluster. But Hizashi swapped his body instead of his brother. The Juinjutsu was activated, and the Byakugan was sealed forever.
This was the pinnacle of Neji's history that begun his transformation. He believed that the main house forced his father to his untimely death, a misconception never properly explained. It brought about his belief that fate is inescapable upon one's birth; no one can alter what has been predetermined though any of their actions. He developed a grudge toward the main house because of this tragic event. He made a disgraceful image for upcoming Hyuuga children, viewed as snobs and jerks. Because Hinata was a timid and kind young girl, she was bullied and teased consistently. Neji, on the other hand, kept himself strong and graduated the top of his class. He hopes that his Genin team is not one of failures.
RP Sample: The metallic kunai swung horizontally at Neji, aiming for a quick and immediate victory. He remained many steps ahead of his assailant. A swift turn caught the arm in mid-air, directly hit by two fingers. Another two fingers stabbed the attacker's chest, sending him to the ground. The young Genin landed straight on his behind, a slight 'oof' of defeat leaving his mouth. The kunai fell to the ground with its distinct metallic drop, useless now until picked up again.
Neji's veins surrounding his eyes bulged to a great extent. He had activated his Byakugan to read the attack almost immediately. "A sneak attack? Were you thinking about a less success rate when you attacked from behind?" Neji folded his arms, belittling the Genin's cowardly move. He rose from the ground, yet kept his distance. Clearly, he was quivering from the stress of his pressure points being sealed. "You jerk! I hope you fall in a ditch," he admitted, angered and stumping off.
The Genin wore a Rain head-band, meaning he also separated from his team. Although their mind was in the right place, the members were still paled in comparison to the Hyuuga. He wouldn't pursue the kid. Tenten, Lee, and himself split up as well in search for a weak rival team. They needed the other scroll, and the trio wanted a challenge before they claimed victory. The second phase of the Chuunin exams proved easy, similar to the first phase. After locating Team 10 and encountering another failure, Neji decided to head back to their meeting location, marked by a kunai staked in the ground. Perhaps Tenten found a team.
